Title

POLICY ON AFSCME COMPENSATORY TIME APPROVAL/ACCRUAL

Department

HUMAN RESOURCES

Policy

It is the policy of Worcester State University to follow the guidance contained in the Collective Bargaining Agreement between AFSCME and the DHE. The contract states in Article 10, Section 2B, that “compensatory time off, computed at time and one-half in lieu of overtime compensation may be authorized by the CEO at the request of the employee.”

Building upon that language, Worcester State University policy is to allow compensatory time off accrual in lieu of overtime payment up to one week of compensatory time off (37.5 or 40.0 hours depending on the Unit).  Beyond that it is the policy of the University to pay the employee for the overtime.

Anyone who has accrued more that these amounts as of the date of implementation of this policy will not be approved for additional compensatory time off until their balance is reduced below the levels described above.

Procedure

Requests for compensatory time off in lieu of overtime pay must be made in writing to the supervisor.  In return, the supervisor must respond in writing as to the approval or denial of the request.

Comp time accrual reports will be run every pay period and made available to the supervisors as a tool to use in determining how to answer the request.
